He retired from the Binghamton Police Department in 1999 and from the Town of Windsor as Town Justice in 2023. During the course of his career, he upheld the law and made decisions with logic and great empathy. Fred was known for his fairness, easy smile, quick wit and humor, and a gentle, unassuming demeanor. He was a wonderful storyteller, enjoyed the little things, and made life fun! Fred was a true gentleman. He loved his family more than anything and especially adored his grandchildren.
He is preceded in death by his loving parents, and his sister Deborah. He is also predeceased by his father-in-law Harry E. Hoover and mother-in-law M. Helen Hoover.
